Bid 11-174 - Redevelopment of NS Tapley Street

End date: Tuesday November 30, 2010 at 2 p.m.

The City of Springfield is requesting proposals for redevelopment of the property located at N.S. Tapley Street. (Street and Parcel Number 11415-0001) The property consists of approximately 6.687 acres of vacant land abutting rail and excellent access to Interstate 291. This property is being sold "as is." MINIMUM FAIR MARKET PURCHASE PRICE IS $335,000. The City is most interested in development proposals that reuse the property for manufacturing, processing, packing, and warehousing and are consistent with uses in an Industrial A zone.

In order to provide prompt answers to questions, the RFP Committee requests that all proposers submit written questions 10 business days prior to the RFP response deadline. Accordingly, questions must be received in writing only at the City of Springfield, Office of Procurement not later than November 9, 2010 Questions may be faxed or mailed. The Procurement Office fax number is (413) 787-6295. The RFP Committee will compile written answers which will be mailed back to all Proposers who requested a copy of the RFP, no later than November 12, 2010.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

EVALUATION/ SELECTION PROCESS
Proposals shall be opened, reviewed and ranked according to the established evaluation categories as Highly Advantageous; Advantageous; Acceptable; or Unacceptable. Interviews may or may not be conducted by the Review Committee. Up to three finalists will be ranked and the results will be forwarded to the Mayor of the City of Springfield, who shall have the sole authority to select the final Proposer. Please note that preferred developer status may be awarded to Proposers who do not submit the highest purchase price proposal.
